BERGEN, Ore. (KRQE) -- A man from Berkeley is now charged with three counts of attempted murder after he allegedly shot and critically wounded another man on Olympic Boulevard earlier this month.

The victim was shot in the back of the neck Thursday afternoon in the 400 block of Olympic Boulevard between Northwest 4th and 4th streets.

The victim was taken to a local hospital but his condition is not known.

Officers with the Bergen County Prosecutor's Office say the other suspect had just left the scene when he was approached by police officers about one block away and shot.

As of Monday evening, there were no suspects in that case and investigators were still actively searching for a third suspect.

The fake email addresses were found in messages sent to at least 2,250 people who have worked at the department, but it has not been confirmed if those who received them had been placed on alert because of the potential implications of the allegations.

The emails, sent to about 40 colleagues and a few staff at the department in the wake of the Westminster terror attacks in May, have led to some resignations over the past weeks. In a rare admission, some of those who sent the emails have already spoken out against their employers after the incident.

A senior police officer told the Guardian that officers had been warned that a threat had been made to police officers. Another source said officers who had seen the emails had been told not to speak to the media.

The email exchange reveals an understaffing at the department, a shortage of personnel and poor operational planning that, according to internal police investigation files, were caused by fears of a repeat of the June 5, 2005 attack on the Olympic Park. One of those identified in the emails, David Loyd, told his then-boss, David Crompton, that he had been instructed not to speak to the press for fear of breaching the rules.

"I've told my bosses about it … I am writing to you because I feel I have to do something about it as it seems as if it's being covered up at all points," Loyd wrote to Crompton on 18 June 2005, less than a month before the Olympics closed and the investigation began.

A total of 11,000 emails of employees were found, including 1,093 messages sent by members of the private team who are not supposed to contact the press.

Crompton, who retired in September 2015, told the Guardian that he was "disappointed" the emails had been made public. A spokesman for Home Office said: "The Metropolitan police have full confidence in the handling of the investigation. Any suggestion that the public was treated unfairly is absolutely false, completely contrary to everything the Met has done in this investigation."

The Metropolitan police confirmed to the Guardian on Friday that it had received several complaints from people claiming they had received letters and emails from unidentified people in support of terrorists in 2005, but said it was now reviewing them. The Met is due to publish the final report by the independent review by John Howard QC on the case next month.

"The report does not consider that any terrorist attack has been attempted on the public or private sector in Britain, or that any of the terrorist attacks carried out by individuals or groups in the United Kingdom have been planned or approved by any government or of any other body," a spokesman said.
